Request for Proposal: Learning Brief on RiskAI and Citizen Science

                                                        1.  Background & Purpose

                                                        Youth Innovation Lab (YI-Lab) is seeking a qualified consultant or firm to develop a publication-ready Learning Brief on RiskAI and Citizen Science. The brief should explore how AI-driven risk modelling and citizen science frameworks intersect, and what this means for youth-led risk governance in Nepal and beyond.

                                                        This assignment coincides with the public availability of RiskGENT (riskgent.com), a risk intelligence platform developed by YI-Lab, currently in a pre-scale phase. The consultant will coordinate closed testing of RiskGENT with three partner institutions and document findings as case studies to be integrated into the brief. 
                                                        2.  Scope of Work

                                                        The revised scope comprises two interconnected components:

                                                        COMPONENT A

                                                        Learning Brief on RiskAI & Citizen Science — literature-grounded, publication-ready document with actionable recommendations.

                                                        COMPONENT B

                                                        Closed Platform Testing of RiskGENT with KU, TU & NDRRMA — coordinated sessions with documented case study outputs.

                                                        The consultant will work independently and present findings from an external perspective. YI-Lab will collaborate as a partner but will not be named as the author of the final brief.

                                                        4. Deliverables

                                                        1. Learning brief on RiskAI and Citizen Science — publication-ready Word document suitable for wider           dissemination.
                                                        2. Three documented case studies (KU, TU, NDRRMA) integrated into the brief, covering session                    findings and platform feedback.
                                                        3. Final brief formatted and ready for publication and documentation under the FTL project.


                                                        5.  Proposed Timeline

                                                                                        Note on deadline: The current FTL project deadline is 30 March 2025. Shortlisted consultants should indicate clearly whether they can                                           meet this timeline. YI-Lab may explore a deadline extension if required and will communicate accordingly.

                                                        Proposals outside this indicative range will be considered if accompanied by a clear justification. Payments will be subject to a formal agreement between YI-Lab and the selected consultant or firm.

                                                        7. Evaluation Criteria
                                                                 Demonstrated understanding of RiskAI, citizen science, and disaster risk reduction
                                                                 Relevant experience producing policy or learning briefs for youth or development audiences
                                                                 Ability to coordinate institutional engagements (KU, TU, NDRRMA) within the timeframe
                                                                 Quality and clarity of the technical and financial proposal
                                                                     Value for money

                                                        8.  Agreement & Compliance
                                                        The selected consultant or firm will be required to enter into a formal agreement (MOU or consultancy contract) with Youth Innovation Lab prior to commencement of work. The agreement will outline scope, deliverables, timelines, payment terms, confidentiality, and intellectual property provisions.
                                                        All testing activities with partner institutions must be conducted on a closed basis, consistent with RiskGENT’s current pre-scale status. Data, observations, and case study material collected during testing remain the shared intellectual property of the consultant and YI-Lab as agreed in the contract.
